Oktay Mahmuti was born in Skopje, Macedonia on March 6, 1968. He was curious in his childhood, but after secondary school, he got into basketball. He started with the basketball coach at the age of 20. Mahmuti is a basketball coach and graduated from the Faculty of Pharmacy. In October 1991 he came to Turkey and worked as an assistant coach at Ergin Ataman alongside Aydın Ors in Efes Pilsen. After Aydın Ors resigned from this Efes Pilsen in 1999, Oktay Mahmuti became head coch for the only two games and then as assistant coch of Ergin Ataman. In 2001 Ergin Ataman resigned from this Efes Pilsen and Mahmuti became the new Efes Pilsen coach. This season Efes Pilsen played final four in the FIBA ​​SuproLeague and finished third. He won TBL four times in a row (2002-2005). Efes Pilsen was played by Oktay Mahmuti in the quarter-finals of the EuroLeague in the seasons 2004-05 and 2005-06.

After Mahmuti left Efes, he agreed to Benetton Treviso. In the 2007/08 season he played with the Benetton in Italy Cup in the semi-finals. In the same season he moved his team to the last 32. The 2008/09 season was more successful than the 2007/08 season. This season he played the quarter-finals in the Eurocup with Benetton and was elected coach of the season in the Eurocup.

Oktay Mahmuti agreed to Galatasaray in the 2010/11 season. This season Galatasaray played the play-off final in the TBL and Galatasaray defeated Fenerbahce Ulker in the Presindetial Cup and they won the cup. Galatasaray has earned participation in the EuroLeague in the 2011/12 season. This season defeated Galatasaray against CSKA and Olympiacos and Galatasaray reached the top 16 in the EuroLeague. In June 2012, he broke away from Galatasaray.

Oktay Mahmuti returns to Anadolu Efes after separating from Galatasaray in the 2012/13 season. Anadolu Efes played quarter-finals in the EuroLeague and lost the series 3-2 to Olympiacos. In the same season, Efes finished second in the TBL and then eliminated Banvit in the semi-finals. In December 2013, Mahmuti terminated the contract with Anadolu Efes.

Oktay Mahmuti matched Darussafaka Dogus for two years in the 2014-16 seasons. In the 2014/15 season, Darussfaka played the semi-finals in the Turkish Cup. Darussfaka took a wild card for the EuroLeague game and Mahmuti looked after the team in the first game. His contract ended on May 31, 2016.

Oktay Mahmut re-appeared on Galatasaray on January 12, 2018 and signed with Galatasaray for 1.5 years. Mahmuti left Galatasaray because he could not agree to the President of Galatasaray on the financial pressure. On July 2, 2018, he left Galatasaray by unilaterally terminating his contract.
